Argumentation:

1: : Combined heat and power production in Helsinki Metropolitan area supplies about all of the power demand within that same region. It can be thus assumed that the impacts of producing the power that is imported to the region are thus negligible compared to the impacts of local CHP and traffic. As also the city-level decisions to be considered do not include decisions directly related to power consumption, it appears reasonable that considerations regarding power consumption can well be left to the optional extensions of the assessment. --Mikko Pohjola 08:55, 27 January 2009 (EET)
