Scope

Critical questions:

• Should the CC framework be based on carbon trade, carbon tax, a hybrid with both, or something else?
• How should the future impacts be discounted?
• Is the target to stay below +2 C ambitious and safe enough?
• What is the detailed framework (ETS or similar) that leads to achieving the +2 C target?
• What are the detailed practical actions needed for achieving the +2 C target?
• What are the different things that each country is willing to accept/promote and which not? Why?
• What are the decision options available at different levels? Who are the decision-makers?

What is the big goal? What does it look like?

• It must be easily undesrtandable.
• It must be short (one sentence).
• It must be motivating.
• It must show guidance to an individual actor (s/he must be able to see the own role in it.)

Methods to spread the word.

• Send chain letters about specific issues, so that people who know about that can send it forward to those who know about the topic or can work on it.
• Develop a hierarchical system for information flow so that key topics have responsible people who follow it and report upwards in the project management chain.

Review and collect the key models, and make them available for further use. This should also include standardisation, if possible.

Principles

• The project team does not pay salaries to anyone. Everyone works either for their employer or on a voluntary basis.
• Open assessment method is the ultimate criterion.
• Go for the truth. You don't need a permission from anyone.
• Go beyond your own role. Be bold.
