Term: policy scenario

I think that the use of the term "policy scenario" is rather misleading. This tends to suggest that the baseline scenario represents a situation somehow "outside of policy" i.e. that it represents a situation where no policy is shaping the health impacts/risks of interest. Value of the BAU scenario
