This page is used for aggregating ideas for the application to be submitted to the 'ICT for Government and Public Services' Work Programme of FP7 (Call 7, Objective 5.6). The text can be freely commented and changed. Objectives of the call

  1. Challenges
    • Lack of effective tools for policy design and governance
    • How to actively involve citizens in societal decision making
  2. Bigger and wider impact than with previous projects (see list of Related EU funded projects below)
  3. international collaboration, inclusion of stakeholders (industry including SMEs, academic partners, international organizations, international technology leaders, policy institutes, public administrations)
  4. ICT solutions for governance and policy modelling
    • nonclassical economic and societal modelling
    • identification of emerging societal trends
    • building on previous research in the domain of reflexivity (?)
    • advancing research in simulation and visualization techniques, process modelling, gaming-based simulation, mixed reality technologies and crowd-sourcing techniques
  5. ICT tools enabling modelling the next generation of public services as complex service systems
    • analyse and model complex systems
    • monitoring societal trends resulting from economic environment
    • taking into account the needs of the younger generation
    • building on Web2.0/Web3.0, social networking, dynamics methodology and exploiting vast reserves of public sector collective data
  6. Examples of fields of application
    • urban planning policy
    • social and economic policies
    • life long learning
    • mobility
    • tax policy
    • demographics/immigration
    • recovery from the crises (economic?)
    • other applications
  7. Roadmapping, networking and international collaboration
    • Build on the considerable interest at international level (industrialized and emerging economies)
    • Build a network of leading experts in government, industries and academia
    • Collect and share the different experiences of implementing them in the developed countries
  8. Expected impact
    1. improved prediction of impacts of policy measures leading to more efficient implementation of government policies
    2. better identification of the benefits and consequencies for citizens and businesses
    3. improved transparency of information related to the impact of economic decisions on society
    4. improved capacity to react to the main societal challenges
    5. increased engagement of citizens
    6. increased trust of stakeholders and the public at large in governance
    7. wider use of ICT tools leading to higher potential of innovation
    8. strengthened competitive position of European industry (including SMEs)
    9. increased potential for wider use of tools beyond EU level
