Scope

The aim of this project is to recognize the research question for the immigration experiment of Yhtäköyttä. Defining a specific scope for the assessment is helpful in finding the research question.

Participants

Who are the desired participants for this assessment?
  • Owner of the experiment: Ministry of Employment and the Economy (in charge: Sonja Hämäläinen)
  • Moderator: National Institute for Health and Welfare (in charge: Jouni Tuomisto)
  • Other desired participants:
    • Economic experts: Tekes the Finnish Funding Agency for Technology and Innovation, Sitra the Finnish Innovation Fund, VATT Institute for Economic Research...
    • In charge of the integration of immigrants: Integration network, reception centre
    • In charge of education: The Ministry of Education and Culture, municipal training consortiums...
    • Yhtäköyttä project (OKFFI, Oxford Research)

Intended use and users

What can the project's results be used for, and by whom?
  • The Finnish Ministry of Employment and the Economy is the primary user. The goal is for the project's data to be used in choosing the right actions to get the most out of immigration.
    • To better motivate users to participate we should describe different ways to use the data
  • Other uses and users?

Scope

How do we narrow down the the project in relation to time, geography, research question etc.?
  • The target of this assessment are Finnish immigrants and their contribution to Finnish companies.
  • Temporally, the focus is on the time before the immigrants are fully integrated to the society.

Criteria

What criteria can we use in evaluating the usefulness of different political measures?
  • Effect on economy
  • Welfare of immigrants
  • Amount of welfare benefits needed
  • ...?

Implementation

  • Timetable: the assessment will be carried out during March-June 2016.
  • Tools: Online workbase Opasnet. Public forum Otakantaa.fi. Collaborative writing tool Hackpad.
  • Ease of access: All of the data can be accessed via any of the websites listed above. Widgets are used to link to different sources.
  • Language: The main assessment will be carried out in English to include as many possible participants as possible. Some content (questionnaires, gallups, etc.) may be in Finnish to motivate participation.

Question

The research question has not been decided on yet, but after receiving feedback from the Ministry of Employment and the Economy the current proposal is:

What should be done to promote the goals presented in "Innovaatiotalouden maahanmuuttopolitiikka" (Raunio, 2015) and why?

  • In particular, how can we best promote the immigrants using their already existing skills and and knowledge to facilitate growth and internationalisation in Finnish companies?

Reasoning for choosing the question

For an open assessment to be successful, there has to be some incentive for people to take part in it. The best incentive is the feeling of making a difference. All participants should feel like their opinions are heard and that they can be truly involved in the project. A simplified diagram of the project at hand is a good tool of visualising the effect open assessment has on the policy making.

Some thoughts from Yhtäköyttä:

  • The answer for the research question has to affect the policy making process
  • Testing the answer and implementing it into the policy making takes time, so the project has to be done in near future (3-6 months)
  • The more questions we come up with that don't have easy answers, the more the owner of the experiment benefits from this project
  • A question can be good, but concerned with something no one inside the administration (or among the stakeholders) has expertise in
  • A question can be good, but too complex to be fully answered using regular procedure
